Suspended Governor’s Aide Arrested as Alleged Kidnapping Syndicate Mastermind

Nura Aliyu Garwa, a former Senior Special Assistant on Community Development to Katsina State Governor Malam Dikko Umaru Radda, now sits at the center of a kidnapping investigation.

The Katsina State Government confirmed on Sunday that Garwa, identified by police as the alleged mastermind behind a kidnapping syndicate responsible for the abduction of an eight-year-old boy at Sardauna Estate in the Katsina metropolis, had already been suspended from his government post before the arrest.

The revelation, contained in a statement by the Commissioner of Information and Culture, Salisu Zango, has raised uncomfortable questions about the vetting processes surrounding government appointments and the political ambitions of individuals with troubled official records.

Long before Garwa’s name appeared on a police parade list, red flags had already been raised within the corridors of the Katsina State Government House. According to Commissioner Zango’s statement, Garwa was suspended from his role as SSA on community development after being implicated in the diversion of empowerment materials intended for distribution to communities in Batsari Local Government Area, under the state’s community development program.

Those materials, meant to uplift some of the most vulnerable residents in Batsari, allegedly never reached their intended recipients. Instead, authorities say, they were diverted under Garwa’s watch, a betrayal of the very communities he was appointed to serve.

Despite this suspension, and in what many observers are now calling an alarming gap in accountability, Garwa went on to contest for a seat in the Katsina State House of Assembly, representing Batsari Local Government Area.

The audacity of that political bid, from suspended government official to would-be lawmaker, now appears, in retrospect, as an early indicator of a man operating with a troubling sense of impunity.

The Katsina State Police Command recently paraded Garwa alongside other suspects in connection with the kidnapping of an eight-year-old boy, abducted from Sardauna Estate in the heart of the Katsina metropolis. Authorities have named him the prime suspect and alleged mastermind of the syndicate behind the crime.

The abduction of a child in a residential estate within the state capital is itself a stark reminder of the brazenness with which criminal networks have been operating in Katsina State, a region that has struggled persistently with the threat of banditry and kidnapping emanating from its northwestern borderlands.

That a person with direct ties to the state government allegedly sits at the helm of such a syndicate has added a deeply unsettling dimension to what is already a disturbing case.

Governor Radda, for his part, has not minced words. Describing the alleged activities of the gang as “unfortunate,” the governor expressed particular dismay that a profiled individual, one who had served in government and even contested for legislative office, could be linked to such criminal conduct.

“The activities of the gang are unfortunate, particularly as they involve a profiled individual who even contested for the position of member of the state House of Assembly,” the governor said, according to the statement released Sunday.

The governor commended the Katsina State Police Command and other security agencies for their role in the arrest, acknowledging their commitment to securing the state.

He also issued a direct appeal to the public, urging residents to support government efforts by reporting suspicious activities and providing intelligence to security agencies

The Garwa affair is more than a story of individual criminality. It lays bare the systemic risks that emerge when accountability mechanisms fail to follow through on early warning signs.

A government official suspended for diverting public resources did not fade into obscurity; he sought elected office and, if prosecutors are to be believed, graduated to running a kidnapping syndicate.

For the family of the eight-year-old boy at the center of this case, however, the politics matter far less than justice.

As investigations continue and the full scope of the alleged syndicate’s operations comes to light, all eyes remain on the Katsina State Police Command and the judiciary to ensure that due process is served and that the child and his family find the closure they deserve.

The Katsina State Police Command has not yet disclosed the current status of the victim or details of the rescue operation.
