Fubara Submits Spending Plan To Rivers Assembly

Rivers State Governor, Siminalayi Fubara, has forwarded the state’s 2026–2028 Medium Term Expenditure Framework (MTEF) to the Rivers State House of Assembly for consideration and approval.

The document was received during an emergency plenary session held on Thursday at the Assembly complex. Speaker Martin Amaewhule confirmed that the lawmakers had received the framework from the governor.

Despite receiving the document, the Assembly did not immediately begin deliberations on it. Lawmakers decided to postpone discussion on the expenditure framework to a later sitting before adjourning plenary.

The development marks another official engagement between the executive and legislative arms in the state following months of inactivity at the Assembly.

The House last met in February 2026 when it screened and considered commissioner nominees submitted by Governor Fubara. After completing the exercise, lawmakers adjourned indefinitely.

Before that, the Assembly had convened on January 8, 2026, during a period of political tension in the state. At the time, lawmakers commenced impeachment proceedings against the governor. The House later adjourned and did not reconvene on its scheduled resumption date of February 15.

The submission of the medium-term expenditure framework is a key step in the state’s budgeting process, as it provides projections for government spending and revenue over a three-year period and serves as a foundation for future budget preparations.
