FIFA has unveiled a set of new rules for the 2026 World Cup, which will be jointly hosted by United States, Canada, and Mexico. The changes are designed to make matches faster, fairer, and more efficient.

One of the key updates focuses on substitutions. Players being replaced must leave the pitch within 10 seconds. Failure to do so will result in a delay penalty, where the incoming substitute must wait for one minute before entering, temporarily reducing the team to fewer players.

The rules also introduce stricter timing for restarts. Players now have just five seconds to take throw-ins and goal kicks. If they exceed this time limit, possession of the ball will be awarded to the opposing team.

In terms of medical treatment, any player who receives on-field medical attention must leave the pitch and remain off for at least one minute before returning. However, this rule does not apply if the injury was caused by a foul that led to a card being issued.

The use of the Video Assistant Referee system has also been expanded. VAR can now review incidents involving second yellow cards that result in a red card, as well as situations where corner kicks may have been wrongly awarded.

Another major change concerns interactions with referees. Only the team captain will be permitted to approach the referee for explanations. Any other players who crowd or confront the referee risk being shown a yellow card.

These updates reflect FIFA’s effort to reduce time-wasting, enhance discipline on the field, and improve the accuracy of officiating during matches.

What you should know

FIFA has introduced new rules for the 2026 World Cup to make football matches faster and more disciplined.

The changes include stricter time limits for substitutions and restarts, expanded VAR reviews, and new restrictions on player interactions with referees. Players receiving treatment must briefly leave the field, while only captains can question officials.

These reforms aim to reduce delays, improve fairness, and enhance the overall flow and integrity of the game.
