FG issues directive to civil servants

The Federal Government has introduced stricter rules for promotion of senior treasury officers, making verified performance records a key condition for moving into director-level positions in the 2026 promotion exercise.

The Office of the Accountant-General of the Federation said only officers with properly completed and approved performance appraisal reports will be allowed to take part in the promotion exams and interviews.

The decision is part of efforts to improve accountability and ensure that career growth in the civil service is based on merit and results.

A circular issued by the office explained that officers on Salary Grade Levels 15 and 16 must present their performance appraisal reports for 2023, 2024 and 2025, along with their 2022 annual evaluation records.

Officers on Grade Level 14 are also required to submit similar performance reports for 2023 to 2025 as part of the conditions for promotion.

The government stressed that all reports must be properly filled, signed and approved by the relevant supervisors.

Any document that is incomplete, not signed or wrongly filled will not be accepted for the exercise.

It was also stated that where some ministries and agencies did not fully implement the performance system in 2023, the average scores from 2024 and 2025 will be used to stand in for 2023 in order to assess affected officers.

Officials warned that late submission of documents, incomplete records, false information or failure to follow the rules will lead to disqualification from the 2026 promotion process.

The circular further stated that officers on Grade Level 14 must have received their last promotion on or before the start of 2023, while those on Levels 15 and 16 must have been promoted on or before the start of 2022 to be considered eligible.

Heads of departments and treasury units were directed to ensure all documents are properly prepared and submitted before the deadline in July 2026.
