Enugu Approves 19,000 New Homes in Sweeping Infrastructure Push

The Enugu State Government has given the green light to one of its most ambitious housing interventions in recent memory, approving the construction of 19,000 housing units across two flagship projects designed to chip away at the state’s housing shortage and bring down the cost of shelter for residents.

The decision emerged from Sunday’s State Executive Council meeting at the Government House, where officials also cleared a raft of infrastructure, flood-control, and tourism initiatives.

Briefing journalists afterward, Commissioner for Works and Infrastructure Ben Okoh laid out the details of what amounts to a multi-front development agenda for the state.

According to Okoh, the housing rollout will unfold on two fronts. The first is a smaller, more upscale development of 1,000 units within the New Enugu City project, made up of four- and five-bedroom homes.

The second and by far the larger is an 18,000-unit mass housing scheme at Gateway Estate, pitched squarely at easing the state’s housing deficit and making homeownership more affordable for ordinary residents.

The commissioner noted that clearance for the New Enugu City units came only after the completion of a 6.5-kilometer dual carriageway forming the first phase of that project, with internal road works still ongoing.

At Gateway Estate, the government intends to go beyond bare housing units, layering in roads, water supply, and electricity so the estate functions as a fully serviced residential community from the outset rather than a housing project in need of retrofitted infrastructure.

Nigeria’s housing deficit, long estimated in the tens of millions of units nationwide, has made such large-scale state-led interventions a recurring feature of subnational governance, and Enugu’s latest move positions it among the states attempting to tackle the problem through direct, government-backed mass construction rather than relying solely on private developers.

Housing was not the council’s only priority. Council members approved the immediate start of the 10.5-kilometer Igogoro–Amachara–Ikpamodo–Okpo-Amaada road project, adding to the state’s expanding road network.

Flood mitigation also featured prominently, with approval granted for drainage rehabilitation in flash-flood-prone parts of Nsukka, the construction of five adjoining streets, and the clearing of blocked drains—measures aimed at areas that have historically borne the brunt of seasonal flooding.

To back up maintenance and emergency response capacity, the Ministry of Works is set to receive more than 30 pieces of light equipment, which officials say will support routine upkeep and direct labor projects while trimming long-term maintenance costs.

The council additionally signed off on completing and upgrading Wings C and D of the Enugu State Secretariat Complex, alongside rehabilitation work on Wings A and B—an effort to modernize the seat of state administration.

On the tourism front, approvals were extended to the Ovu Lake Golf Resort, tourism developments in Akwuke and Attakwu, and a 5.32-kilometer cable car project running between Okpatu and Awhum.

These projects build on a tourism drive the state first outlined in May 2025, which envisions Nigeria’s longest canopy walkway at the Nsude Pyramid site, a zipline through the Ngwo Pine Forest, and expanded visitor facilities at Awhum Waterfall.

Taken together, Sunday’s approvals suggest a state government leaning heavily into infrastructure and tourism as twin pillars of its development strategy, with the 19,000-home housing program standing out as the centerpiece likely to have the most direct impact on everyday residents’ lives.
