Vice Admiral Ibok-Ete Ibas (retd.), the Sole Administrator of Rivers State, appeared before the Senate on Thursday to defend the state’s proposed ₦1.48 trillion budget.
His arrival at the National Assembly complex was accompanied by other senior government officials and members of the state’s economic management team.
The appearance was in response to an invitation by the Senate Ad-Hoc Committee on Emergency Rule in Rivers State, which is reviewing the budget framework and expenditure plans instituted following the declaration of emergency rule in the state by President Bola Tinubu on March 18, 2025.
Senate authorities had earlier reiterated their commitment to safeguarding the interests of the Rivers people during this transitional governance period. The review aims to ensure that public funds are allocated responsibly and in alignment with the constitutional responsibilities of the federal and state governments under emergency administration.
The ₦1.48 trillion budget, one of the most substantial in the state’s recent history, has sparked widespread interest, given the unique political context of the emergency rule, the temporary suspension of democratic institutions in Rivers State, and the appointment of Ibas as sole administrator.
Ibas and his delegation are expected to provide a breakdown of projected revenues and proposed expenditures, detailing infrastructure priorities, welfare allocations, and contingency provisions.
Sources close to the hearing say lawmakers are particularly interested in transparency around capital projects and fiscal accountability mechanisms under the emergency regime.
The Senate had, in previous sessions, expressed concern over reports of potential financial mismanagement in the state and vowed to exercise strict oversight to ensure the well-being of the Rivers populace is not compromised.
More deliberations are expected following Ibas’ presentation, with the committee due to issue recommendations on whether to approve or amend the spending plan.
