For twelve years, families across East Yorkshire trusted Robert Bush with the most intimate task imaginable: laying their loved ones to rest with dignity.
On Monday, that trust collapsed into a five-day reckoning at Hull Crown Court, as the 48-year-old former funeral director began facing sentencing for what prosecutors have called abuse carried out on an “almost industrial scale.”
To the families who walked through the doors of Legacy Independent Funeral Directors on Hessle Road, Bush cut a reassuring figure: soft-spoken, deferential, and the kind of man you’d trust with your grief.
Jasmine Beverley, whose son Sunny was stillborn in May 2022, remembers him as seemingly “lovely” and someone who carried himself with apparent respect for the bereaved.
Behind that facade, prosecutor Chris Paxton told the court, lay something closer to a charnel house. A former employee described the premises in terms that stopped the courtroom cold: it looked, they said, like something out of a horror film.
When Humberside Police finally forced entry in March 2024, following a tip-off expressing concern for “the deceased,” they found bodies stacked on racks lining both walls of a cold storage room, the vast majority uncovered, many in advanced states of decomposition.
Thirty-one of those bodies should have been cremated months, or in some cases years, earlier. One was a stillborn infant who had lain in storage for almost two years after a funeral that families believed had already taken place.
Detective Superintendent Alan Curtis of Humberside Police, who led the investigation, said afterward that the emotional harm inflicted on hundreds of victims and their families could not be overstated, noting that most of the thirty-one families had been handed ashes and told a cremation had already gone ahead.
Alongside the bodies, officers recovered more than one hundred sets of unidentified ashes remains with no name, no clear origin, and, investigators would later confirm, no way of being matched through DNA to the families desperately seeking answers.
For Jasmine Beverley, the discovery of what had really happened came as devastating news. She told BBC radio that learning the truth about what had gone on behind Legacy’s closed doors was a shock, especially given how respectable Bush had presented himself.
Her son Sunny’s remains, she said, were eventually found in a brown envelope on the floor of the premises nearly two years after she had held a funeral for him and been told he had been cremated. Discovering he had never left the building at all, she said, was distressing beyond words.
Beverley is far from alone. Hull Crown Court is expected to hear from more than one hundred victims during the sentencing hearing, with several hundred victim impact statements submitted in total ahead of proceedings, a scale that underscores just how far Bush’s conduct reached across the local community over more than a decade.
Bush has pleaded guilty to 67 offenses in total, entering his final guilty pleas in April after initially contesting some of the charges.
The tally includes 30 counts of preventing a lawful and decent burial, 30 counts of fraud by false representation tied to those same bodies, a charge of fraudulent trading connected to funeral plans sold to well over a hundred customers over roughly a decade, theft from a dozen charities that never received donations families believed were being passed on in their loved ones’ names, and perhaps most harrowing, four counts of fraud in which grieving mothers were handed ashes falsely presented as the remains of their stillborn or miscarried children.
Investigators say the fraudulent trading charge alone covers funeral plans sold between 2012 and 2024, while the ashes-related fraud spans a similar multi-year window, evidence, prosecutors argue, of a scheme that was not a lapse but a sustained pattern of deception stretching back over a decade.
The scandal has landed with particular force because of a fact many bereaved Britons only now realize: unlike doctors, nurses, or teachers, funeral directors in England operate in a sector with no statutory licensing body, no mandatory inspections, and no legal registration requirement. Anyone can open a funeral parlor and begin handling the dead.
That gap has become the rallying point for a growing campaign, with Beverley and her husband among a group of affected families now pushing for statutory regulation of the funeral industry.
Pure Cremation, one of Britain’s largest funeral providers, has said the current system is failing both the deceased and the bereaved and is calling for a licensing regime, annual inspections, and an independent statutory regulator within three years.
Politicians have echoed the demand: Gosport MP Caroline Dinenage has argued that families need confidence their loved one’s body is being treated with dignity, invoking the earlier Gosport hospital deaths scandal as a warning of what happens when oversight fails, while Hull MPs led by Emma Hardy have separately pressed the government to act.
Scotland has already moved ahead of England on this front, introducing a statutory funeral director code of practice last year, a model campaigners want Westminster to follow.
The five-day sentencing hearing, which opened Monday morning at Hull Crown Court amid demonstrations outside the building calling for industry regulation, is expected to weigh not only the scale and duration of Bush’s offending but also the sheer breadth of harm to hundreds of families left to wonder, in some cases years later, whether they ever truly laid their loved ones to rest.
Bush reportedly arrived at court expressing remorse to his victims, though families who have followed the case say actions, not words, will be the measure of whether justice has been done.
For now, Beverley’s verdict speaks for many: whatever sentence is handed down, she says, Bush will finally have to answer for what he did.
