Enugu Air Receives NCAA Approval for Domestic Operations

In a significant milestone for Nigeria’s aviation sector, the Nigerian Civil Aviation Authority (NCAA) has approved Enugu Air to commence domestic flight operations, marking the entry of another state-owned carrier into the country’s competitive airline market.

The approval, announced Monday through a statement by NCAA Director of Public Affairs and Consumer Protection Michael Achimugu, comes just hours after the airline’s official inauguration ceremony at Akanu Ibiam International Airport on July 7, 2025.

Historic Launch Ceremony

Aviation and Aerospace Development Minister Festus Keyamo presided over the inauguration ceremony, which was attended by Enugu State Governor Peter Mbah. The launch represents a crucial component of Governor Mbah’s administration’s integrated blueprint for modernizing the state’s infrastructure and establishing Enugu as a premier destination in Nigeria’s southeast region.

Enugu Air began commercial operations with a fleet of three Embraer 170 aircraft, each configured with approximately 76 passenger seats. The airline represents a significant investment in regional aviation infrastructure and aims to enhance connectivity between Enugu and major Nigerian cities.

Strategic Partnership Framework

The NCAA’s approval comes with specific operational parameters. Rather than operating independently, Enugu Air will conduct flights through a strategic partnership with XEJet, a Lagos-based premium airline that has been active in Nigeria’s aviation sector since receiving its Air Operator Certificate in January 2022.

This interim arrangement allows Enugu Air to launch services while completing its own Air Operator Certificate (AOC) process, which follows the NCAA’s comprehensive five-phase certification procedure. The partnership model represents an innovative approach to airline launches in Nigeria, allowing new carriers to enter the market more quickly while maintaining safety and operational standards.

Operational Integration

XEJet has completed a full variation process to integrate the Embraer E170 aircraft into its Operations Specifications (OpsSpecs), enabling the premium carrier to operate scheduled commercial flights on behalf of Enugu Air. This technical integration ensures compliance with NCAA guidelines while providing passengers with access to XEJet’s established operational framework.

Ticket bookings for Enugu Air flights are currently being processed through the XEJet platform, with passengers able to access booking services via a redirect system on Enugu Air’s official website. This arrangement streamlines the customer experience while both airlines navigate the partnership structure.

Policy Alignment

The NCAA emphasized that the approval aligns with Minister Keyamo’s 5-Point Agenda, which prioritizes the growth of indigenous airlines and promotes a more business-friendly operating environment in Nigeria’s aviation sector. This policy framework reflects the federal government’s commitment to supporting domestic carriers and enhancing competition within the industry.

The initiative also supports the NCAA’s broader mandate to maintain high standards of safety, security, and consumer protection while fostering fair competition across Nigeria’s aviation landscape. The authority’s approach demonstrates a balance between regulatory oversight and industry development.

Market Context

Enugu Air’s entry into the domestic market comes at a time when Nigeria’s aviation sector is experiencing renewed interest from state governments and private investors. The airline will compete with established carriers while serving specific regional connectivity needs, particularly for passengers traveling to and from the southeast region.

XEJet, the operational partner, has established itself as a premium carrier focusing on business-class services. The airline operates a fleet of seven aircraft configured for premium passenger experiences and has expanded its services to include scheduled operations alongside its charter offerings.

The NCAA’s statement reaffirmed the authority’s commitment to maintaining rigorous safety and operational standards while supporting the development of Nigeria’s aviation industry. The approval of Enugu Air’s operations through the XEJet partnership model could potentially serve as a blueprint for other emerging airlines seeking to enter the Nigerian market.

As Enugu Air works toward completing its independent AOC process, the airline is expected to gradually transition to fully autonomous operations. The success of this partnership model will likely influence future regulatory approaches to airline startups in Nigeria’s evolving aviation landscape.

The development represents a significant step in decentralizing Nigeria’s aviation sector, bringing scheduled commercial services closer to regional markets while maintaining the safety and operational standards required for sustainable airline operations.
