The Academic Staff Union of Universities (ASUU ) has served notice that it is prepared to return to the trenches, issuing a 14-day ultimatum to the Federal Government and several state administrations over what it calls the botched rollout of the landmark 2025 FGN-ASUU Agreement.
The warning shot came at the end of a two-day National Executive Council meeting held at the University of Abuja on August 8 and 9, where delegates from branches across the country converged to take stock of a deal that many had hoped would draw a line under years of acrimony between lecturers and the state.
Instead, union president Professor Christopher Piwuna’s statement on Monday painted a picture of an agreement unravelling in slow motion, not through outright rejection by government, but through what NEC members characterised as a “haphazard” and inconsistent rollout, compounded by delays in releasing the subventions needed to fund it.
The agreement itself was no small achievement.
Signed in December 2025 after more than sixteen years of on-and-off negotiations spanning multiple administrations, it promised to reset the terms of academic life in Nigeria: a 40 percent bump in staff remuneration backdated to January, a new Consolidated Academic Tools Allowance to help lecturers keep pace with publishing and professional costs, and a tiered system of professorial allowances designed to make Nigerian academia less of a brain-drain feeder system.
On paper, the federal government moved quickly, announcing in February that salary implementation was already underway. But paper and payroll, ASUU insists, have diverged sharply since.
Branches report a patchwork of compliance: some universities paying salary components while ignoring allowances, others doing the reverse, and a good many simply sitting on their hands.
Central to the union’s frustration is the stalled Implementation Monitoring Committee, the body meant to police exactly this kind of selective compliance, which NEC says still hasn’t been properly constituted months after the ink dried.
The ultimatum now hangs over twenty universities spanning federal and state systems alike, from Nasarawa State University in the north-central belt to Bayelsa Medical University in the Niger Delta, and from Kano State University of Science and Technology to Abia State University in the southeast.
Should the fortnight lapse without resolution, ASUU says the strike switch flips automatically at the branch level; no fresh national vote required. Sokoto Zone branches, notably, are already running their own separate two-week clock.
For a system still recalibrating after previous shutdowns that kept students out of lecture halls for months at a stretch, the geographic spread of the affected campuses cutting across nearly every zone of the country signals this is not a localised grievance but a broadly shared one.
The NEC meeting’s agenda extended well past money matters. Delegates weighed in on a simmering dispute over professorial appointments, applauding the reversal of two contested professorial appointments at Federal University Lokoja after the local ASUU chapter pushed back.
But at Federal University Wukari, the union struck a more combative note, objecting to the elevation of a former registrar to professorial rank and instructing branches nationwide to resist similar promotions of bursars and registrars who fall short of established academic criteria a signal that ASUU intends to police the integrity of professorial titles as closely as it polices pay.
Campus security also featured prominently, with NEC flagging a string of attacks that have claimed the lives of union members.
Branches have been directed to formally petition police and security agencies and to compile detailed incident reports for the national body, an indication that insecurity is increasingly being treated as an industrial relations issue in its own right, not merely a law-and-order footnote.
With the clock now running, the ball sits squarely in the government’s court. ASUU has signalled it will reconvene an emergency NEC session in late August or early September to assess whether the government has moved or whether Nigeria’s universities are headed for yet another disruptive standoff.
For students, parents, and university administrators still recovering from previous shutdowns, the coming fortnight will be an anxious watch on whether hard-won gains hold, or whether history repeats itself.

This standoff isn’t about whether an agreement exists it’s about whether it’s being honoured. ASUU and the Federal Government already reached a landmark deal after 16 years of negotiation, but selective and inconsistent implementation across universities has pushed the union back to the brink.
With a 14-day ultimatum now running across 20 institutions, the coming weeks will determine whether Nigeria’s universities stay open or face another disruptive strike, and the outcome hinges entirely on whether the government moves fast enough to fully honour what it already signed.
