The House of Representatives Ad Hoc Committee probing the controversial Presidential Foreign Investment Promotion Council (PFIPC) has ordered the Inspector-General of Police, Olatunji Disu, to produce the organization’s self-acclaimed Director-General, Adeyemi Adeniyi, before it by noon on Wednesday.

The directive was issued on Monday during the committee’s resumed investigative hearing at the National Assembly Complex in Abuja. Adeniyi is expected to answer questions over allegations of fraud, forgery, and impersonation.

Representing the IGP, Assistant Commissioner of Police Bashir Abdullahi appeared before the panel and was directed to ensure Adeyemi’s appearance to assist lawmakers in their ongoing probe into the operations of the controversial organization.

The committee is examining how the PFIPC allegedly secured office accommodation at the Phase III Federal Secretariat in Abuja and received a budgetary allocation of N1.32 billion in the 2026 Appropriation Act, despite lawmakers’ contention that the body was never legally established.

Police have said an eight-count charge had been filed against Adeniyi at the Federal High Court following investigations.

The scandal escalated after Adeniyi was detained by the Nigeria Police Force following his claim that he paid N400 million through an intermediary to secure his appointment as head of the council.

He went further, alleging that Chief of Staff to the President Femi Gbajabiamila demanded a 48 percent kickback from the agency’s ₦27.3 billion take-off grant, and that he had also been asked for an additional ₦200 million to facilitate presidential approvals.

The presidency and Gbajabiamila have firmly denied any involvement, with the presidency describing Adeniyi as an impostor and the chief of staff rejecting the payment claims as false.

Gbajabiamila maintained under oath that he had no personal, official, or professional relationship with Adeniyi and has since filed a N15bn defamation suit over the allegations.

Permanent Secretary Ambassador Dunoma Ahmed told the committee the ministry neither recognized the council nor had any official dealings with Adeniyi, revealing that Adeniyi had written to the ministry three times in June 2025, August 2025, and June 2026 seeking endorsement for a World Investment Summit, all of which were declined after officials flagged inconsistencies and doubts over the council’s legitimacy.

Committee Chairman Yusuf Gagdi (APC, Plateau) said Adeniyi’s appearance was no longer negotiable. “This committee clearly needs the suspected DG to appear before this committee. People’s names are involved. People’s integrity is involved. Institutional names are involved. Institutional integrity is involved. It is not an option now,” he said, adding lawmakers need him to confirm documents without undermining the probe ahead of its final report.

Gagdi has also raised questions about how Adeniyi secured approvals for the employment of 300 staff members and office space at the Federal Secretariat and noted that letterheads used by Adeniyi identified him simultaneously as Director-General of both the PFIPC and the Presidential Economic Advisory Council, prompting the committee to widen its probe to that body as well.

The panel has also summoned other top officials, including the national security adviser and the minister of foreign affairs, as it works toward wrapping up its investigation.

WHAT YOU SHOULD KNOW

The PFIPC saga is fundamentally a story of institutional failure: a self-declared “director-general” allegedly ran an unrecognized council for months, securing office space, staff, and a ₦1.32 billion budget line despite no government body confirming its legal existence.

Now facing fraud, forgery, and impersonation charges, Adeniyi’s explosive kickback allegations against the chief of staff have turned a bureaucratic anomaly into a full-blown political scandal, with the House of Representatives determined to force his testimony to establish accountability on all sides.
