PENGASSAN Orders Halt to Gas, Crude Supply to Dangote Refinery Over Union Rights Dispute

Nigeria’s petroleum sector faces a significant disruption as the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has ordered an immediate halt to all gas and crude oil supplies to the $19 billion Dangote Petroleum Refinery, marking a dramatic escalation in a labor dispute that could have far-reaching implications for the nation’s energy security.

The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), representing thousands of senior oil and gas workers across the sector, issued the directive Thursday in a strongly worded circular that accused the refinery’s management of illegally dismissing workers who attempted to form a union.

The industrial action, which targets what is widely regarded as Africa’s largest oil refinery, represents one of the most significant labor confrontations in Nigeria’s oil and gas sector in recent years. The 650,000-barrel-per-day facility, owned by billionaire industrialist Aliko Dangote, has been positioned as a game changer for Nigeria’s oil refining capacity and its ambitions for energy independence.

Union Alleges Constitutional Rights Violations

In the circular signed by General Secretary Comrade Lumumba Ighotemu Okugbawa, PENGASSAN accused Dangote Refinery management of violating workers’ constitutional rights to organize and engage in collective bargaining. The union claims the refinery dismissed employees in direct retaliation for their attempts to unionize, a move the organization characterizes as fundamentally illegal.

“The Management of Dangote Petroleum Refinery has disengaged our members in reaction to the exercise of their constitutional right to be unionized,” the circular states, adding that management has embarked on “a mission of misinformation and propaganda to justify this illegitimacy rather than engaging meaningfully with us to right the wrong.”

The dispute appears to center on fundamental labor rights that are enshrined in Nigeria’s constitution and supported by international labor conventions, making this confrontation as much about legal precedent as industrial relations.

Industry-Wide Impact

The union’s directive specifically targets major international and domestic oil companies operating in Nigeria, including TotalEnergies, Shell, Chevron, Seplat, and Oando. The circular instructs these companies to “cut off gas supply,” “shut all crude oil supply valves,” and “halt loading operations for vessels” destined for the Dangote facility.

Of particular significance is the instruction to the Nigerian Gas and Industrial Company (NGIC), which has been explicitly ordered to sever gas supplies “effective immediately.” This coordinated approach across multiple suppliers suggests PENGASSAN is leveraging its extensive membership base across Nigeria’s petroleum sector to maximize pressure on the refinery.

The union has demanded that branch chairmen at these companies report back promptly on their enforcement progress, indicating a structured and monitored implementation of the industrial action.

Strategic Implications

The timing of this confrontation is particularly sensitive for Nigeria’s energy sector. The Dangote Refinery, which began operations earlier this year, has been central to government plans to reduce Nigeria’s heavy dependence on imported refined petroleum products despite being one of Africa’s largest crude oil producers.
