Summary

Rivers State Governor, Siminalayi Fubara, has announced that the 2026 Appropriation Bill will be laid before lawmakers in the newly rebuilt Rivers State House of Assembly Complex, which is currently undergoing accelerated construction.

The governor gave this update on Monday after touring the ongoing project site, expressing satisfaction with the pace and quality of work delivered so far.

He explained that the primary contractor, MCC, has assigned the interior works to Julius Berger to fast-track completion. According to him, the main structure, being rebuilt after the previous complex was demolished following a fire outbreak during the political turmoil, should be completed by December.

“I feel very impressed with what I have seen,” he said.

“The contractors informed me that they fast-tracked the delivery of this place according to our projection. The interior and every other work have already been subletted to a reputable company, Julius Berger.”

Governor Fubara emphasised the importance of legislators returning to the permanent chambers, pointing out that lawmakers presently meeting at a temporary chamber in their residential quarters should resume full legislative duties in the rebuilt facility now that calm has been restored.

“We have been working seriously hard to make sure that their permanent sitting chambers are put in place,” he said.

“You know the drama that surrounded our relationship before. But by the special grace of God, now that everything has been sorted out, it is our desire to ensure that the Assembly comes back to their normal and rightful sitting.”

He further explained that the portion of the previous structure that was not demolished will be handled directly by the Speaker, while the state government remains committed to completing the major reconstruction required for lawmakers to return.

“I strongly believe that before the end of December, this particular place should be set,” the Governor assured.

“Maybe when they come in, the other side of the complex that is not part of the major work will be handled by the Speaker himself,”

“But this particular work on the site, I will make sure I make it ready for them. So that by the time we will be presenting our budget for 2026, we will do it in the main hallowed chambers, in the dignified manner that befits us.”

Governor Siminalayi Fubara has confirmed that the reconstructed Rivers State House of Assembly Complex will host the presentation of the 2026 Appropriation Bill.

The complex, which is being rebuilt after damage from the political crisis, is expected to be ready by December. The project is being executed by MCC, with Julius Berger handling interior works for timely completion.

The governor noted that peace has returned and emphasised the need for lawmakers to resume sitting in their permanent chambers. While the Speaker will oversee repairs in the undemolished section, the state government is focused on restoring full legislative operations.
