NCAA Slaps RwandAir with N15 Million Fine

The Nigerian Civil Aviation Authority (NCAA) has fined RwandAir N15 million for failing to resolve a passenger’s baggage complaint within the timeframe stipulated by aviation regulations, in the latest move by the regulator to tighten enforcement of consumer protection rules in Nigeria’s aviation sector.

The sanction was announced by Michael Achimugu, NCAA’s Director of Public Affairs and Consumer Protection, on Friday, September 11. According to the authority, the fine was disclosed in a post on Achimugu’s personal X handle.

Beyond the monetary penalty, RwandAir has been directed to replace the passenger’s damaged baggage and pay $170 as first-needs compensation under Part 19 of the NCAA Regulations 2023.

The provision of the regulations sets out protections for air passengers, including provisions covering baggage, and entitles passengers on international flights whose baggage is delayed to $170 in first-need compensation to cover immediate necessities while awaiting their luggage, with further compensation provided for where baggage is lost or damaged under circumstances attributable to the airline.

In its statement, the NCAA said plainly, “The NCAA has sanctioned Rwand Air for consumer protection-related infractions… The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe.”

The RwandAir sanction is not an isolated case. It comes alongside a separate N6 million sanction the NCAA imposed on Saudi Airlines over consumer protection violations, after the airline failed to resolve several outstanding issues and comply with NCAA determinations despite being granted extra time to do so.

The regulator has also flexed its enforcement muscle against other carriers in recent months. In December 2024, the NCAA penalized five other airlines like Air Peace, Ethiopian Airlines, Arik Air, Aero Contractors, and Royal Air Maroc for similar consumer protection breaches.

Separately, in July, the regulator threatened to suspend Royal Air Maroc’s operations in Nigeria over persistent complaints and repeated consumer protection infractions, citing continued baggage handling failures, poor passenger service, and delayed compensation.

The NCAA says airlines operating in Nigeria are required to comply with consumer protection provisions, while passengers with unresolved complaints can escalate them to the authority’s Consumer Protection Department.

The RwandAir case underscores the regulator’s apparent shift toward more assertive enforcement, naming airlines publicly, imposing significant fines, and mandating direct compensation to affected passengers as it seeks to hold both domestic and foreign carriers accountable to the service standards set out under Nigeria’s civil aviation regulations.

WHAT YOU SHOULD KNOW

The NCAA’s N15 million fine against RwandAir sends a clear signal that Nigeria’s aviation regulator is no longer tolerant of airlines dragging their feet on passenger complaints.

Under Part 19 of the NCAA Regulations 2023, airlines operating in Nigeria have a strict deadline to resolve baggage issues, and failure to do so now carries real financial consequences, plus mandatory compensation to the affected passenger.

With Saudi Airlines also fined N6 million around the same time and several other carriers previously sanctioned, this isn’t a one-off action but part of a sustained enforcement push.

For travelers, it’s a reminder that they have enforceable rights when airlines mishandle their baggage and a regulator is now willing to act on them.
