Lagos Government Moves to Demolish Illegal Structures

The Lagos State Government has ordered the immediate demolition of illegal structures obstructing drainage channels and canal rights of way across Agungi, Ajiran, and Ikota, intensifying its crackdown on developments it says are fuelling the state’s recurring flood crisis.

The directive was announced by the commissioner for environment and water resources, Tokunbo Wahab, following a hands-on inspection of critical drainage infrastructure in the Lekki corridor, an area that has seen some of the worst flooding in recent weeks as persistent rainfall batters the state.

At the heart of the enforcement action is a disturbing discovery in Ajiran: a land-owning family had illegally blocked the outlet of a primary drainage channel designed to discharge stormwater by gravity into the Lagos Lagoon.

The blockage, officials say, has been quietly undermining the effectiveness of a major drainage infrastructure project completed over two years ago, one that residents of Agungi had long hoped would end their flooding ordeal.

“No individual or family has the right to obstruct natural waterways or public drainage infrastructure,” Wahab said, stressing that the government’s respect for legitimate land ownership and Certificates of Occupancy has limits when public safety is at stake. He directed that the blocked channel be reopened immediately in the overriding public interest.

The enforcement sweep also extended to Megamond Estate in Ikota, where developers were found to have reclaimed part of the Ikota River and commenced construction without the required environmental and drainage approvals. Wahab disclosed that abatement notices had previously been served on the developers and ignored a defiance that will now cost them their structures.

Developers operating on wetlands or water-adjacent sites are reminded that an Environmental Impact Assessment and, where applicable, a Wetland Clearance from the Ministry of Environment and Water Resources are mandatory before any construction begins.

The latest enforcement push is part of a broader, longer-term flood management strategy the state unveiled in September 2025, which includes building a blue-green network linking estate lakes, canals, and green corridors to store and gradually release rainwater during heavy downpours.

The plan also involves installing flap gates and pumps at tide-sensitive outfalls, restoring key wetlands, and updating building codes to require on-site rainwater retention systems in major developments.

Lagos has been no stranger to the politics of flooding. In July 2025, Wahab attributed flash flooding across parts of the city to tidal lock-up, a natural phenomenon where high tides from the Atlantic Ocean and Lagos Lagoon temporarily prevent stormwater from draining, causing it to back up in low-lying areas.

He also continued to warn residents against dumping waste in gutters, a practice that compounds the problem.

For communities like Agungi and Ajiran, the message from the government is clear: public investment in drainage infrastructure means little if private actors are allowed to render it useless.

Lagos State’s flooding crisis is largely self-inflicted. Despite billions invested in drainage infrastructure, illegal structures, blocked waterways, and unauthorized developments on wetlands continue to cancel out that progress.

The government’s demolition order is a necessary but overdue response, and its success will depend not just on enforcement but on whether residents and developers finally choose compliance over convenience.
