The UK government has formally ended overseas recruitment for social care visas, as part of a broad immigration reset unveiled by Prime Minister Keir Starmer in a new White Paper aimed at reducing net migration and tightening border controls.
Announced Monday on the UK Home Office website, the policy will immediately halt new international applications for social care roles. Existing care workers already residing in the UK will, however, be permitted to extend or switch their visas until 2028, during which a new domestic workforce strategy is expected to take shape.
“For a transition period until 2028, while the workforce strategy is being developed and rolled out, we will permit visa extensions and in-country switching for those already here. This will be kept under review,” the Home Office said.
The 82-page document, titled “Restoring Control over the Immigration System,” positions the changes as part of an economic strategy focused on attracting high-skilled workers and reducing the UK’s reliance on low-wage migration.
‘Skilled Must Mean Skilled’
The reforms include reinstating higher qualification levels for visa eligibility — raising the minimum skill level to RQF 6 (graduate level) — and increasing salary thresholds. The widely used Immigration Salary List, which allowed exceptions to these salary rules, will be scrapped entirely.
Access to the points-based system will now be limited to occupations facing long-term shortages, and only if supported by clear workforce strategies. Employers hoping to hire from abroad must first demonstrate meaningful efforts to recruit locally.
Focus on Domestic Workforce Development
The government emphasized its intention to reverse the long-standing trend of outsourcing workforce shortages to international recruits. A newly established Labour Market Evidence Group will guide policymaking to ensure workforce sustainability is based on training and skill development rather than foreign labor.
Crackdown on Student Visas and Asylum Abuse
Tighter rules will also apply to universities and international students. Sponsors will be more closely monitored, and those failing compliance checks will face restrictions on recruitment quotas. The post-study work period for graduates will also be shortened to 18 months.
On the asylum front, the UK pledged to apply stricter visa controls where there is evidence of abuse or fraudulent claims, especially those made after arrival.
Selective High-Talent Immigration Still Welcome
Despite the crackdown, the government said it remains committed to welcoming the world’s “brightest and best” through fast-tracked routes aimed at highly skilled individuals in strategic sectors.
The announcement follows previous comments by Conservative figure Kemi Badenoch, who in February argued for tougher paths to citizenship and suggested that permanent settlement should only be granted to migrants who prove they contribute economically.
