Biography and Early Life

Dr. Alex Chioma Otti OFR was born on February 18, 1965, in Umuru, Umuehim village, Isiala Ngwa South Local Government Area of Abia State. Dr. Alex Otti was born into the family of the late Pastor and Mrs. Lazarus Weze Otti in the ancient kingdom of Ehi Na Uguru. Growing up in what is now Abia State in Southeast Nigeria, Otti was raised in a Christian household with strong values of discipline, education, and service.

His upbringing in Isiala Ngwa, part of the Igbo heartland known for its entrepreneurial spirit and emphasis on education, shaped his understanding of community needs and development challenges. The values instilled by his pastor father, the values of integrity, hard work, and service to others would later define his approach to both business and governance.

Educational Background

Otti had his secondary school education at Ngwa High School, Aba, and Secondary Technical School, Okpuala Ngwa in Abia State, where he finished as the best student in his set during the school certificate examinations.

He thereafter proceeded to the University of Port Harcourt for his university education, where he graduated with a First Class honors degree in economics in 1988. He graduated Best Student of the Faculty of Social Sciences and the Overall Best Graduating Student for that year.

During his university years, Otti demonstrated not only academic brilliance but also leadership. He was the treasurer for the University Chapter of the Nigerian Economic Students’ Association (NESA) in 1986 and subsequently became the President of the association the following 1987. He also served as News Editor for the school newsletter, Uniport Mirror.

Governor Otti earned an MBA degree from the University of Lagos in 1994. He has attended various international courses, including the Executive Development Programmes of the Columbia Business and, Stanford Business School, and Wharton Business School (University of Pennsylvania). He also did an Executive Programme at INSEAD, Fontainebleau, France.

In 2009, he was conferred with an honorary doctorate by Babcock University in Ogun State, Nigeria, and in 2012, an honorary Doctor of Science (D.Sc.) degree by the University of Port Harcourt, Rivers State, Nigeria. In 2013, he received yet another honorary doctorate from the University of Nigeria, Nsukka, in Enugu State, Nigeria.

This exceptional educational background, combining a first-class economics degree, an MBA, executive programs at world-leading business schools, and multiple honorary doctorates positioned Otti for leadership in both the private sector and public service.

Banking Career

Early Banking Experience

Otti began his banking career in 1989 at the Nigerian International Bank, a subsidiary of Citibank New York. He subsequently worked at Nigerian Intercontinental Merchant Bank Ltd, Societe Bancaire Nigeria Limited (Merchant Bankers), United Bank for Africa (UBA), and First Bank of Nigeria, where he held various positions of increasing responsibility.

This diverse banking experience across multiple institutions, from commercial banks, merchant banks, and multinational subsidiaries, gave Otti a comprehensive understanding of banking operations, risk management, and financial services delivery.

Group Managing Director of Diamond Bank

In March 2011, he became the Group Managing Director/Chief Executive Officer of Diamond Bank, leading the bank through a major transformation. Otti is the former Group Managing Director of Diamond Bank Plc, a retail financial institution in Nigeria.

As GMD of Diamond Bank, Otti:

  • Transformed the bank into one of Nigeria’s leading retail banking institutions
  • Expanded the bank’s branch network and customer base
  • Implemented technology-driven banking solutions
  • Strengthened the bank’s financial position and regulatory compliance
  • Built a reputation for innovation in retail banking
  • Developed products and services targeting Nigeria’s underserved banking population

On October 24, 2014, Otti took voluntary retirement, and Uzoma Dozie became the new GMD and Bank CEO. His voluntary retirement to pursue political ambitions demonstrated his commitment to public service and willingness to leave a successful banking career for potentially uncertain political prospects.

Political Career Journey

2015 Gubernatorial Campaign (APGA)

In 2014, Governor Otti joined the race for the governorship of Abia State and became a gubernatorial candidate on the platform of the All Progressives Grand Alliance (APGA).

On December 31, 2015, the Court of Appeal, which sat in Owerri, removed Okezie Ikpeazu of the Peoples Democratic Party as governor of Abia State and declared Otti the winner of the April 11 and April 25 Governorship elections in the state. On February 3, 2016, the Supreme Court of Nigeria reversed the verdict of the Court of Appeal and affirmed the election of Ikpeazu as Governor.

This painful reversal after briefly being declared governor demonstrated the challenges of Nigerian electoral politics and the power of established political machinery. However, rather than give up, Otti’s experience strengthened his resolve.

2019 Gubernatorial Campaign (APGA)

In March 2019, he contested again on the platform of APGA, and again, history repeated itself as he was rigged out. Despite this second electoral setback, Otti maintained his commitment to transforming Abia State, continuing to prepare and build support for another attempt.

2023 Gubernatorial Victory (Labour Party)

A Journey Of

Otti continued his political aspiration and joined the Labour Party in May 2022 after leaving the All Progressive Congress.

The candidate of the Labour Party, Dr. Alex Otti, OFR, was on Wednesday, 22nd March 2023, declared the winner of the 2023 Abia State governorship election. Declaring Otti winner of the election, the Returning Officer, Prof. Nnenna Oti, Vice Chancellor of the Federal University of Technology (FUTO), Owerri, announced that the Labour Party candidate scored a total of 176,372 votes to defeat his closest rival, Chief Okey Ahiwe of the Peoples Democratic Party, who polled 88,599.

Dr. Otti won 10 of the 17 LGAs in the state, which include Aba North, Aba South, Umuahia North, Umuahia South, and Ikwuano. Others are Umunneochi, Isikwuato, Bende, Ohafia, and Arochukwu.

After the announcement of the results and declaration of Dr. Alex Otti as winner of the election in the evening of Wednesday, the 22nd of March 2023, Abians in Umuahia, Aba, Arochukwu, and other cities, took to the streets in wild celebrations.

The Supreme Court on Friday affirmed the election of Alex Otti as the governor of Abia State on March 18, 2023, finally securing his mandate after the PDP challenged his victory.

Governor of Abia State (2023-Present)

Otti was inaugurated on May 29, 2023, becoming the first Labour Party governor in Nigeria and ending 24 years of PDP dominance in Abia State.

State of Abia Before Otti

Before Governor Otti took office, Abia was widely regarded as one of Nigeria’s least developed states. Under the administration of Dr. Okezie Ikpeazu (2015–2023), the state’s infrastructure, economy, and public service architecture had deteriorated drastically. Heaps of waste littered Umuahia and Aba. Roads were impassable. Power supply was erratic. Public schools and health facilities were dilapidated. The civil service was riddled with corruption, absenteeism, and inefficiency. Workers and pensioners were owed several months of salary arrears. Government buildings were crumbling, and the public debt burden was staggering—over ₦92 billion owed to banks, contractors, workers, and pensioners.

Infrastructure Development

For instance, Governor Otti, as of the second week of May, has rehabilitated 79 roads with direct labour, fixed and commissioned 10 roads, with over 23 roads undergoing reconstructions. He is doing the roads with reputable companies, including Julius Berger, which is handling the Portharcourt road, Aba.

On Thursday, May 21, 2025, thousands of enthusiastic Abians gathered at Umuagbai Secondary School along Port Harcourt Road for a celebration tagged “The Promise Kept Carnival.” The event marked a milestone of the reconstruction of the critical Port Harcourt Road, which had been in ruins for over 30 years.

To fast-track service delivery and reduce costs, Governor Otti introduced the use of direct labour in key ministries like Works, Lands and Housing, and the Abia State Environmental Protection Agency (ASEPA).

Economic Development and Industrialization

Also, in his bid to industrialize the state, the governor, in partnership with private investors, has embarked on the establishment of Abia Innovation Industrial Park (AIIP) at Owaza. The AIIP would host a modular refinery, manufacturing plant, incubation centre, and other industrial concerns and would be one of the biggest industrial parks in West Africa. The private sector-driven project has the private investors providing 90 percent of the funding, while the state government would cater to 10 percent.

In his first year, he reduced corruption, expedited tax collection procedures, and increased state revenue by 15%. Another game-changer was the launch of the Abia Economic Development Plan.

Otti has led Abia State to attract nearly $200 million in private investments, a considerable improvement over the preceding years under PDP control, when there were very few foreign investments.

Power Sector Revolution

The governor has equally given structural support to Geometrics, which today is providing a steady power supply in Aba, a project that is boosting businesses in Aba.

It would be recalled that history was made on February 26, 2024, when the Prof. Barth Nnaji-led Geometric Group’s 141Mega Watts thermal power plant was switched on by Vice President Shettima. It is worth noting that the $800 million integrated power plant is the only IPP licensed to generate and distribute electricity in Nigeria.

Education Sector Reforms

Governor Alex Otti, within this one year, has done a lot in education. The administration has done the “Reclaim Our Schools Initiative”, aimed at reclaiming public schools illegally taken over by private individuals, and has commenced the remodeling of 13 schools per LGA; 10 primary schools and 3 secondary schools to meet basic standards.

In 2024, the administration recruited over 5,000 new teachers to address staffing shortages in public schools and improve educational quality.

Healthcare Improvements

While declaring open the renovated Abia state General Hospital, Amachara, in September, 2023, the people’s governor reiterated his government’s commitment to making quality healthcare delivery affordable and accessible. It is on record that he has also declared open the renovated Abia State Specialist Hospital, the Diagnostic Centre, and the Eye Clinic in Umuahia.

Governance Reforms

In the area of law making and policy formation, the governor has succeeded in assenting into law, the executive bill on the establishment of Greater Aba Development Authority (GADA) which gives impetus to the development of Aba and another executive bill being the “Abia State State of Nigeria Governors and Deputy Governor Pensions (Repeal) Law 2024”; a law that abolishes payment of pension to former governors and deputy governors in Abia state.

The pension abolition law was particularly significant, demonstrating Otti’s commitment to fiscal responsibility and ending privileges that drain state resources.

Gender Inclusion

Under Governor Alex Otti’s administration, women have assumed key leadership roles across several vital state institutions. Offices such as the Accountant-General of the State, Chairpersons of the Civil Service Commission and the Primary Education Board, Commissioners in the Ministries of Tertiary Education and Poverty Alleviation, Director-General of the State Orientation Agency, Chairman of the Hospitals Management Board, and the Chief Medical Director of Abia Specialist Hospital, Aba, are all led by women.

Governance Philosophy and Approach

Otti’s governance approach reflects his banking background and executive experience:

Results-Oriented Management: Emphasis on measurable outcomes, Key Performance Indicators (KPIs), and accountability.

Fiscal Responsibility: Prudent financial management, transparency in spending, and elimination of wasteful expenditure like governors’ pensions.

Private Sector Partnership: Leveraging private sector investment and expertise for development projects, particularly in power and industrialization.

Direct Labour Strategy: Using state government capacity for projects to build internal capabilities and reduce costs.

Merit-Based Appointments: Appointing competent professionals, including significant women’s representation in leadership positions.

Long-term Planning: Strategic thinking about sustainable development rather than short-term political gains.

Public Intellectual Work

Otti is a member of the editorial board of Thisday and writes a fortnightly column, every other Monday, titled “Outside The Box”.

Through this column, Otti shared his perspectives on economic policy, governance, and development issues for years before becoming governor, establishing himself as a thought leader on Nigerian affairs.

Personal Life

He is married to Priscilla Otti, and they have three children. His wife, Priscilla, serves as First Lady of Abia State and is involved in various social welfare initiatives.

Otti is a member of the Seventh-day Adventist Church, and his faith influences his values of service, integrity, and stewardship in public office.

In just two years, which is barely halfway through his first term, Governor Alex Chioma Otti has triggered monumental changes that many now refer to as “The Abia Miracle”.

Whether in the remote community of Isuochi in Umunneochi LGA, the oil-rich town of Owaza in Ukwa East, Atani village in Arochukwu, or urban centers like Umuahia and Aba, the reception remains the same, Abians are grateful and energized by a Governor they now proudly celebrate.

Beyond the massive infrastructural upgrade of our roads, schools, hospitals and markets; unprecedented prompt and regular payment of workers’ salaries; ridding the environments of filths and sanitising the administration of the markets and motor parks; taming the ugly incidences of insecurity including the perennial activities of armed robbers, kidnappers, political thugs and revenue louts; one of the major achievements of the Otti’s governorship in Abia, in the last eight months, has been the restoration of the pride and dignity of the Abia person. Abians, all over the world, are proud to claim their origin, once again.

Challenges and Criticisms

Economic Hardship: Despite improvements, Abia citizens still face economic hardship from national economic challenges, including inflation and high costs.

Expectations Management: The high expectations generated by his banking success and campaign promises create pressure to deliver quickly on all fronts.

Political Opposition: Faces opposition fromthe  PDP establishment and those who benefited from the previous administration’s patronage system.

Resource Constraints: Abia’s fiscal capacity limits how quickly he can address all the state’s accumulated developmental deficits.

Infrastructure Deficit: The scale of infrastructure decay inherited requires sustained investment beyond one term to fully address.

Compared to his predecessor and many Nigerian governors:

Fiscal Discipline: Demonstrates unusual fiscal discipline, abolishing governors’ pensions and using direct labour to reduce costs.
