Tijani Steps Back From ITU Race

Dr. Bosun Tijani, Nigeria’s Minister of Communications, Innovation, and Digital Economy, announced in a LinkedIn post that he was withdrawing from consideration for the post of ITU Deputy Secretary-General, a race he had entered with the direct backing of President Bola Tinubu.

The announcement was brief, measured, and notably light on specifics. Tijani said only that, after “careful consideration,” he had decided not to pursue the position, a decision he framed as a matter of priorities rather than a retreat.

Tijani’s candidacy was never a minor undertaking. President Tinubu nominated him directly, in a letter dated 5 May 2026 addressed to ITU Secretary-General Doreen Bogdan- Martin, ahead of the election scheduled for the Union’s Plenipotentiary Conference in Doha this November.

The President’s language was unusually effusive, describing Tijani as a “distinguished technology leader, policymaker, and global advocate for digital transformation” whose work “aligns closely with the ITU’s mandate.”

It was, in other words, a nomination made with the full institutional weight of Nigeria’s presidency behind it and one that arrived on the back of genuine momentum. Tijani had already broken new ground at the ITU, becoming Vice Chair of the Council in 2025, the first Nigerian in the role in half a century, before rising to Chair of the 2026 Council in Geneva. His profile within the organisation was, by any measure, rising.

In his withdrawal statement, Tijani did not dispute the appeal of the role. “The opportunity was undoubtedly attractive, both personally and for Nigeria, as it would have presented the historic prospect of a Nigerian serving as one of the ITU’s elected officials for the first time in its 160-year history,” he said.

But he argued that his energy was better spent at home: “I believe the most consequential contribution I can make at this time is to remain focused on the critical work before us.”

It includes Project BRIDGE, the federal government’s plan to lay 90,000 kilometres of open-access fibre infrastructure across the country; NUCAP, a rural and underserved-area connectivity programme built around thousands of new telecom towers; two new communications satellites intended to widen coverage and bolster national resilience; a national alphanumeric postcode system meant to give Nigerian homes and businesses precise digital addresses; and the Nigeria Web Design Standards initiative.

Taken together, it is a portfolio large enough to justify a minister choosing to stay put at least on paper.

Yet the tidiness of that explanation sits awkwardly against the scale of what Nigeria is giving up: a shot at ITU leadership that a sitting president had personally championed only months earlier. That contrast has not gone unnoticed.

In the weeks before the withdrawal, Tijani’s dual pursuit of the ITU seat and his domestic ministerial duties had already become a subject of scrutiny.

Commentators and policy analysts had begun openly questioning whether an active international campaign one that saw him shuttling to Geneva and to telecommunications events across Africa could be reconciled with day-to-day oversight of Nigeria’s digital transformation agenda.

Nigeria’s own nomination process had also drawn quiet attention: unlike Brazil, the Bahamas, and other candidate countries that routed their nominations through their Geneva missions, Nigeria’s came as a direct presidential letter to the Secretary-General a departure from convention that, while within ITU rules, raised eyebrows in diplomatic circles.

Whether either of those threads fed into Friday’s decision is not something Tijani addressed. His statement offered a rationale, not a full account.

What is clear is that a campaign once described as a “historic prospect” for Nigeria has ended before a single vote was cast and that the question of what, precisely, changed in the four months since Tinubu’s nomination letter remains, for now, unanswered.

WHAT YOU SHOULD KNOW

Nigeria just walked away from a shot at making ITU history a bid personally championed by President Tinubu and Tijani’s stated reason (staying focused on domestic projects like Project BRIDGE and NUCAP) doesn’t fully explain why a campaign that seemed to have real momentum was dropped so abruptly.

The more telling factor may be the mounting scrutiny beforehand over whether he could credibly run an international campaign while also overseeing Nigeria’s digital transformation agenda at home a tension the withdrawal doesn’t resolve so much as sidestep.
